EL PASO, TEXAS – The same man charged with the murder of 67-year old
Joe Jiles, has also been charged with Aggravated Sexual Assault, for a rape he committed that same day. Detectives from the Crimes Against Persons Unit while conducting follow up on a violent rape that took place Saturday morning, learned that 29-year old Felipe Devora was involved. The investigation on the sexual assault revealed that Devora had threatened a woman in her early 50’s with an ice pick and sexually assaulted her. Devora was rebooked this afternoon with the additional charge of Aggravated Sexual Assault.

CBP officers stop more than 100 illegal immigration attempts 2.13.09
EL PASO, Texas - U.S. Customs and Border Protection (CBP) officers performing anti-terrorism inspections at El Paso area ports of entry made 116 immigration related apprehensions this week. They were also kept busy making numerous drug seizures, seizing prohibited food items, and apprehending fugitives.
CBP officers recorded 116 immigration violations at area ports this week including several cases involving people who had been previously deported. On Monday, CBP officers at the Paso Del Norte pedestrian crossing in downtown El Paso intercepted a 30-year-old Mexican resident who presented a counterfeit document to CBP officers at the port. CBP officers determined that Rodriguez had been previously removed from the U.S. on two occasions following a domestic violence charge in Ohio and a DUI arrest in Minnesota. He was booked into the El Paso County Detention Facility on reentry after deportation charges.
In another interesting immigration related case, CBP officers working the international rail crossing in downtown El Paso Tuesday removed an undocumented stowaway from a northbound train. CBP officers spotted the 44-year-old Mexican man while using a gamma ray inspection system. The man was a prior removal and was also booked into the El Paso County Detention Facility on reentry after deportation charges.
During the week, area CBP officers nabbed 59 intended immigrants. In these cases, individuals will use a legally issued border-crossing card (laser visa) to live or work in the U.S., which is not authorized. They also lose their documents and are generally returned to Mexico.
CBP officers stopped 39 imposters because of thorough document exams. Imposters generally will use a legitimate entry document assigned to another person and present it as their own. Violators generally lose their documents and are returned to Mexico. Area CBP officers also identified 18 people who made false claims to U.S. citizenship, attempted to enter with counterfeit or altered documents, and those attempting to enter without inspection.
CBP officers working at area ports made a total of 11 agriculture seizures during the previous seven day period. Violators paid $2,550 in fines associated with the seizures. Prohibited agricultural items seized this week included pork meat, bologna, oranges, guavas, avocados, mangos, sweet limes, grapefruit, and live plants.
Failure to declare prohibited items can result in a $300 penalty for an initial offense and $1000 for a repeat violation. If properly declared, prohibited food items can generally be abandoned at the port of entry without consequence.
Area CBP officers made a total of 27 drug busts during the previous seven days. CBP officers confiscated 2,421 pounds of marijuana in 26 seizures and 11.8 pounds of cocaine in one additional seizure.
CBP officers working area ports of entry apprehended a total of 18 fugitives this week. They also made one seizure of prescription drugs, a seizure of three live chickens, and one currency seizure.
While anti-terrorism is the primary mission of U.S. Customs and Border Protection, the inspection process at the ports of entry associated with this mission results in impressive numbers of enforcement actions in all categories.

Family fight call ends in man confronting officers and going to jail 2.13.09

EL PASO, TEXAS – A “Family Fight” call ends in a man confronting officers and with him being arrested. Just before nine this morning, officers from the Northeast Regional Command Center were called out to a “Family Fight” call at 94—Shoppers in the parking lot area. The officers observed 21-year old Gabriel Luis Baca involved in a verbal argument with a female. The officers attempted to calm Baca at which time he continued to yell at both the officers and the female. As the first officer at the scene continued to try and calm him Baca confronted the officer and got into a fighting type stance. The officer began to try and escort him away from the female at which time he pulled away from the officer and continued to be aggressive and resisted the officers detention. Baca was placed under arrest after a short struggle and charged with Resisting Arrest Search or Transport(Class A Misdemeanor). The female was not injured in the incident. Baca is being held under a $750.00 dollar bond. (See photo gallery below)

Bank robber nabbed
The subject of El Paso’s last two bank robberies was arrested today while at a third bank. Romelia Vargas Garcia, 34 years old, of El Paso, was detained by the El Paso Police Department (EPPD) and then arrested by the FBI.
About 10:30 this morning, Garcia stopped in the parking lot of the Government Employees Credit Union (GECU), 11987 Rojas. An astute GECU guard recognized Garcia from wanted flyers and noticed some suspicious activity. The guard locked the bank doors and called 911. A few minutes later Garcia drove out of the parking lot but was stopped by EPPD officers. El Paso FBI agents then took her into custody on charges of bank robbery.
Garcia is believed to be connected to the February 5, 2009, El Paso Area Teachers Federal Credit Union bank robbery and the January 29, 2009, Government Employees Credit Union bank robbery.
Garcia may have an accomplice. That person is described as a light-skinned black male in his early 20s. He was wearing a white t-shirt with a red collar and a blue, hooded sweatshirt during the February 5 robbery. If anyone has information on his identity or whereabouts, please contact the FBI at 915-832-5000.
Garcia will have her initial appearance on Friday, February 13, 2009. The case is being worked by the FBI’s Violent Crimes Task Force which includes members of the FBI, El Paso Police Department and El Paso Sheriff’s Department.

Arrest Made In City’s First Murder of 2009 2.11.09

EL PASO, TEXAS – An arrest is made in the murder of a barbeque restaurant employee in Northeast El Paso. Late last night detectives from the Crimes Against Persons Unit charged 29-year old Felipe Devora of Central El Paso with Murder in connection with the death of 67-year old Joe Giles. On Saturday, February 7, 2009, Investigators were called out to 4011 Fred Wilson to Moe’s B.B.Q. on a suspicious death. The investigation revealed that the death was a homicide and that Giles had died from blunt force trauma to the head. As the investigation continued, detectives learned of Devora, and learned that he may have been involved in the murder. They also learned that he worked nearby where the murder happened. The investigation reveled that Devora was already in custody, for an unrelated charge, as he had been arrested for Criminal Trespass in Central El Paso Sunday, February 8, 2009. The investigation lead to an arrest warrant being issued for Devora and he was rebooked with the charge of “Murder” just before midnight last night and is being held under a $250,000 dollar bond. This is the first murder for 2009 as compared to one at this same time last year.
FBI powder update 2.11.09
About 3:30pm today, an El Paso FBI employee opened an envelope in the mail room which contained a white, powdery substance. The Federal Justice Building was evacuated and the El Paso Fire Department's HazMat team responded.
The HazMat team contained and collected the material and it was sent to a local lab late this afternoon. A field test indicated it was not hazardous, however final results must come from the lab tests. Those results are not expected until close to midnight.
The two FBI employees initially exposed to the powder were treated on-site by emergency medical personnel.
The letter was address to Mitt Romney in Massachusetts but had a return address of the El Paso FBI office at 660 S. Mesa Hills. It appears that when the letter was undeliverable, it was sent back to the return address listed on the letter. This letter may be connected to other FBI cases involving white powder substances.
The FBI is operating in another building within the main campus until the main building is cleared. We will have another update for you Thursday morning.

The lab results from yesterday's white powder incident at the El Paso FBI office were negative for any harmful substance. The office is completely reopened. An investigation has been opened regarding the incident and, if it appears to match other, ongoing FBI investigations into similar situations, it will be wrapped into that investigation.

Update: deputies arrest 17 year-old who shot himself / 3 others arrested on drug charges 2.12.09

FABENS, TEXAS- Sunday night 02-08-09 at 7:35 PM, Sheriff’s Deputies were dispatched to the 800 block of N. Fabens, Rd. Fabens, TX in reference to a male subject suffering from a gunshot wound. Upon arrival, Deputies found a 17 year-old male subject bleeding from his right leg in the parking lot of Church's Chicken located at 102 NW CC Camp. The male subject told Deputies that while walking, someone had taken a shot at him from an unknown vehicle.
Further investigation by Deputies revealed the male subject had mishandled a handgun & accidentally shot himself. Deputies secured the scene and a canvassed the area talking to several area residents. After an extensive search, Deputies were able to locate & recover a weapon in a nearby alley-way.
The injured male was transported to Thomason Hospital by Life ambulance.
UPDATE: Wednesday night 02-11-09, Sheriff’s Deputies worked up a warrant on the 17 year-old subject who had previously shot himself in the leg with a handgun Sunday night. While looking for the subject, at about 7:00PM- Deputies spotted the 17 year-old subject at a service station located at 101 W. Main St. Fabens, TX. The subject was identified as FERNANDO PARRA (17) of the 16000 block of Alameda Fabens, TX. PARRA was spotted in a a brown passenger vehicle parked at the fuel pumps of the 7-11 convenience store. Deputies approached the vehicle and made contact with PARRA & noticed he was accompanied by three (3) other Hispanic male subjects. PARRA was taken into custody without incident. PARRA was arrested & charged with UNLAWFUL CARRYING OF A WEAPON & FALSE REPORT TO A PEACE OFFICER. Deputies also detected a strong odor of marijuana emitting from the vehicle. Deputies obtained consent to search the vehicle & located a small baggie of Marijuana in the vehicles floorboard.
All 3 subjects were arrested for POSSESSION OF MARIJUANA- they were identified as:

HISTORY: Investigators from the El Paso Police Departments Crimes Against Persons (CAP) Unit are currently investigating the death of a 67 year old man found early this morning. Police and emergency services crews were sent to 4011 Fred Wilson (Moe’s BBQ Restaurant) early this morning on a man down. The investigation revealed that a 67 year old, Black Male was found in the rear of the business without signs of life.

CANUTILLO, TEXAS- Late Sunday night 02-08-09 at 11:30 PM, Sheriff’s Deputies were dispatched to an alarm call at the AutoZone Store located at 6900 Doniphan Canutillo, TX. Deputies arrived and observed glass breakage & noticed entry had been made into the store. Deputies entered the business & conducted a protective sweep of the store. No subjects were found inside.
During the course of the investigation it was determined entry was in fact made and items had been taken. The items stolen included several canisters of spray paint (primarily silver & gold color paint). The vandals apparently exited through a side emergency exit.
“Graffiti is an ongoing problem in both the city & the county, we are asking the community for assistance in solving this break-in” said Deputy Jesse Tovar – EPCSO PIO

FABENS, TEXAS- Early Sunday morning 02-09-09 at 3:00 AM a Sheriff’s Deputy stopped a suspected DWI driver in the 300 block of NE H Ave. Fabens, TX. The operator drove his truck into an apartment complex parking lot. The Sheriff’s Deputy made contact with the driver & noticed he was intoxicated & disoriented. The Driver became uncooperative & refused to exit the vehicle. Several minutes later, the Driver exited his vehicle & became violent with the Deputy.
The Deputy was struggling with the Driver for over 5 minutes when the Driver’s wife & father who lived at the apartment complex witnessed what was taking place & proceeded to assist the Deputy.
The wife & father assisted the Deputy in subduing & handcuffing the subject. The Deputy suffered minor injuries in the incident.
The Driver was placed under arrest for DWI and Resisting Arrest. He was identified as OSCAR MONTES GARCIA (28) of the 400 block on NW I AVE. FABENS, TX. GARCIA was booked and remains at the El Paso County Detention Facility.

Man arrested for central aggravated robbery 2.9.09

Arrested: Juan Moreno, 29 years of age, 1200 block of Myrtle
EL PASO, TEXAS – A man is arrested after threatening an elderly woman with a toy gun and taking her bag. On Sunday, February 9, 2009, at around seven-thirty, 29-year old Juan Moreno approached a 73-year old woman that was sitting at the Greyhound bus depot. Moreno asked the elderly woman for money and she refused he lifted his shirt to show her a shotgun. At that time Moreno grabbed a bag and fled the scene. Two witnesses went after Moreno, during which time Moreno pulled out the toy shotgun and racked it placing both witnesses in fear for their lives. Central Patrol responded to the call, which was dispatched as a “Subject With a Gun” call. The officers located Moreno and placed him into custody. Moreno was in possession of the toy gun when he was arrested. Moreno was charged with Aggravated Robbery and booked into the El Paso County Jail. No injuries were reported in the incident. Moreno is being held under a $45,000 dollar bond.

Man caught at border convicted in Yakima killing 2.8.09

A man caught entering the U.S. from Mexico has been convicted of killing a rival gang member in Yakima in 2001.
A Superior Court jury deliberated four hours Friday before convicting 26-year-old Salvador Nava of first-degree murder. Deputy Prosecutor Kenneth L. Ramm says Nava will likely face 71 years to life for the death of 21-year-old Antone Eugene "Tony" Masovero of Moxee.
Masovero was shot twice in the head as he sat in a car outside a taco stand on May 13, 2001. Police say he was in the Norteno (nor-TAYN'-yoh) gang and was slain in retaliation for the killing of a Surenos (soor-AYN'-yohs) gang member.
Police say Nava fled to Mexico shortly after the shooting. He was arrested last summer at the border crossing in El Paso, Texas.

EL PASO, TEXAS – A man is arrested after entering a neighbors house and stabbing two people. On Sunday, February 8, 2009 at two in the morning, 30-year old Fortino Monclova Jr. walked to a neighbors home at the 900 block of Agua Prieta, walked in and proceeded to stab 22-year old Alejandra Acosta. As Acosta was being attacked, 21-year old Fernando Ocana went to her aid and was also stabbed multiple times. At that time Acosta was able to flee from the home and call for help. When officers arrived they learned that Monclova was a neighbor and had committed the stabbing. The officers located Monclova at his home and took him into custody without incident. Monclova was charged with “Burglary of Habitation With Intent to Commit Another Felony”(First Degree Felony). Both victims were taken to Thomason Hospital for treatment their injuries. Monclova was booked into the El Paso County Jail and is being held under a $100,000 dollar bond.

In 1999, NEVAREZ was charged and arrested on 2 counts of AGGRAVATED SEXUAL ASSAULT OF A CHILD. The victim in this case was a then 5 year-old female. In March 2001, NEVAREZ absconded from registering as a SEX OFFENDER.
NEVAREZ fled El Paso, TX & disappeared a short time later. It is believed NEVAREZ is on the run traveling with his cousin JESUS NEVAREZ JR. who is also wanted from Law Enforcement. New information received indicates NEVAREZ may once again be in our area.

WHY: INVESTIGATION CONTINUES
SAN ELIZARIO, TEXAS- Early Sunday morning 02-08-09 at approximately 3:00AM, Deputies were dispatched to an Aggravated Robbery at the San Elizario 7-11 convenience store located at 12370 Socorro Rd.
Deputies arrived moments later and met with the store clerk. Information received indicates two male subjects entered the store, displayed a weapon (knife) & proceeded to rob the store taking an undisclosed amount of money & an unknown amount of brand cigarettes. CID Detectives were summoned to the scene.
Both subjects were described to be Hispanic males (speaking Spanish only). Both fled on foot prior to Deputies arrival.
SUBJECT no.1 - described as a Hispanic male, late teens to early 20's, bald wearing sunglasses, blue coat with hood, jeans, white tennis shoes.
SUBJECT no. 2- described as a Hispanic male, late 20's to mid 30's, dark hair, brown or grey and black plaid jacket, grey hoody, white bandana over face below eyes, dark pants with dark shoes.

Suspect charged with multiple offenses including aggravated assault with a deadly weapon 2.7.09

MONTANA VISTA, TEXAS- Saturday morning 02-07-09 at 3:00AM, Sheriff’s Deputies responded to family violence call at a residence located in the 14800 block of May Circle El Paso County, TX. While responding to the residence, Deputies located a 4-door Blue 2004 Dodge Ram 1500 at the intersection of Krag & Tangerine (near Montana). The truck had struck a stop sign & electrical pole. Deputies quickly tended to the driver & found him to be highly intoxicated. He was uninjured & taken into custody.
Further investigation revealed the Driver / Suspect was the same subject involved in the family disturbance at the May Circle residence. It was also discovered that the Driver / Suspect had apparently struck another vehicle blocks away while attempting to flee the residence. After colliding with the vehicle, the Suspect used his vehicle to ram the vehicle he had just struck in a desperate attempt to drive off. That's when the Suspect left the scene of the accident lost control of his truck and collided with the electrical pole cutting off electricity to several blocks.
The estimated damage to the wooden electrical pole was said to be $2,000 & the stop sign was estimated to be about $150.
The Suspect was identified as Adrian Rivas (51) of the 14800 block of May Circle El Paso County, TX. He was charged with multiple offenses & remains at the El Paso County Detention Facility.

FABENS, TEXAS- Early Saturday morning 02-07-09 at about 12:30AM, Deputies responded to a motor vehicle accident with injuries /hit and run at 800 S.E. River St. Unknown subject driving a large 4x4 Ford F-250 was apparently traveling at high rate of speed when it collided with a vehicle parked on the road, then crashing into a residence bringing down a wall, then rolling over. A female sleeping inside the residence was hurt with apparent minor injuries and transported to Thomason Hospital by Life Ambulance for further evaluation.
Downed live electrical wires were found near the wreckage, the El Paso Electric Company responded & quickly took care of the dangerous live wires.
The driver of the Ford F-250 fled on foot prior to the Deputies arrival.

WHEN: FRIDAY NIGHT TO EARLY SATURDAY MORNING

WHY: ARREST MADE / INVESTIGATIONS CONTINUE
FABENS, TEXAS- Late Friday night at 02-06-09 at approximately 10:37PM Deputies were called to the area of the 15800 block of North Loop Rd in El Paso County, Texas in reference to a Motor Vehicle Accident with injuries. Deputies immediately observed a Blue in color Chevrolet Pickup truck lying on it’s right side in the front yard of a residence. Deputies observed a male subject / Driver lying on the ground. Life Ambulance & Fabens Fire Rescue were requested and arrived a short time later.
Further investigation revealed the Driver of the Chevrolet pick-up was traveling eastbound approaching a curve on North Loop Rd when he lost control and over corrected, causing him to roll over and strike the telephone poll and iron fence.
The Driver was transported to R. E. Thomason for further evaluation. The identity of the driver will not be released at this time as an investigation continues.
Alcohol is believed to be a factor in the accident.
The estimated damage to the telephone pole is said to be about $3,000 & the estimated damage to the fence was said to be about $700.

EL PASO, TEXAS – Investigators from the El Paso Police Departments Crimes Against Persons (CAP) Unit are currently investigating the death of a 67 year old man found early this morning. Police and emergency services crews were sent to 4011 Fred Wilson (Moe’s BBQ Restaurant) early this morning on a man down. The investigation revealed that a 67 year old, Black Male was found in the rear of the business without signs of life. CAP continues to investigate this death and is awaiting results of an autopsy to be preformed early next week.

Female arrested in early morning robbery 2.7.09

Arrested: Alicia Silva, 41 years of age, 3800 block of Tompkins, El Paso, TX
EL PASO, TEXAS – Officers from the El Paso Police Department’s Central Regional Command arrest one female in an early morning robbery. Officers of the Central Patrol were sent to 3831 Alameda (Lucky Café) on a robbery in progress. Officers arrived to see Alicia Silva struggling with another in the parking lot of the Lucky Cafe. The investigation revealed that Silva entered the Lucky Café just after 6 am Saturday morning and demanded money from the cashier. Silva stated that she had a gun and would kill everybody in the business if she did not get money. Silva did not obtain any money and was arrested for the robbery. Silva was booked into the El Paso County Jail for Robbery.

Unconscious subject at the Moe’s BBQ restaurant pronounced dead on the scene 2.7.09
This morning at approximately 0741 hours emergency units with the El Paso Fire Department responded to an unconscious subject at the Moe’s BBQ restaurant on the 4000 block of Fred Wilson in northeast El Paso. First units on the scene reported an African American male lying by a smoker oven with burns throughout his body. Fire medical personnel evaluated the patient and determined that the patient had died on the scene.
Investigators with the Fire Marshals Office and Detectives with the Crimes Against persons Unit of the El Paso Police department responded to the scene and are conducting a joint investigation. The investigation continues. The 67-year-old male was last scene at the restaurant by co-workers at about 0200 hours this morning.

EL PASO, TEXAS – El Paso Police and Auto Theft Task Force have recovered three vehicles on Friday afternoon. Investigators from the Auto Theft Task Force conducting an investigation into a reported stolen pickup truck from the Texas Tech Medical Center area located a 2002 white Ford F-250 in the 500 block of S. Boone around 4 pm Friday. A check of the vehicle revealed that it had been reported stolen. No arrests have been made at this time, but this investigation does continues…

Auto Theft responded assist Westside Patrol regarding a shoplifter and stolen vehicle case. Investigators located a 1995 green Honda Accord in the parking lot that had been reported stolen earlier that day. As the investigation unfolded Auto Theft Investigators located a 1994 Honda Accord that had been reported stolen on February 5, 2009. Westside Patrol and the Auto Theft Task Force recovered two stolen vehicles. A 16 year old juvenile, male was taken into custody and released to Juvenile Probation Department JPD.

Four seizures of live birds highlight CBP enforcement activity at El Paso area ports of entry this week 2.6.09
EL PASO, Texas - U.S. Customs and Border Protection (CBP) officers performing anti-terrorism inspections at El Paso area ports of entry were kept busy this week with drug seizures, illegal immigration cases, prohibited food items, fugitive apprehensions, and live birds.
On four separate occasions this week, CBP officers working at the El Paso port of entry found live birds being transported from Mexico to the U.S. CBP officers working at the Bridge of the Americas encountered birds twice on Thursday. In one case an individual declared three roosters and two hens. In the other case, a traveler declared six hens. CBP officers at the Ysleta international crossing encountered a traveler with 10 live birds Monday while CBP officers working at the Paso Del Norte crossings seized two live roosters Sunday.
“In all four cases the birds were declared to CBP so no penalties were assessed. The birds were seized and turned over to the U.S. Department of Agriculture,” said William Molaski, CBP El Paso Port Director. “In most cases the importation of live birds is prohibited because they have the potential to introduce disease to the U.S.”
CBP officers working at area ports made a total of 20 agriculture seizures during the previous seven day period. Violators paid $5,050 in fines associated with the seizures. Prohibited agricultural items seized this week included pork meat, bologna, chicharones, pork skins, oranges, tangerines, guavas, avocados, apples, mangos, potatoes and pomegranates.
Failure to declare prohibited items can result in a $300 penalty for an initial offense and $1000 for a repeat violation. If properly declared, prohibited food items can generally be abandoned at the port of entry without consequence.
Area CBP officers made a total of 17 drug busts during the previous seven days. CBP officers confiscated 2,413 pounds of marijuana in those busts. The largest seizure of the week occurred Jan. 30 when CBP officers working at the Bridge of the Americas cargo facility discovered 957 pounds of marijuana encased in concrete sewer pipes.
CBP officers recorded 100 immigration violations at area ports this week. CBP officers nabbed 46 intended immigrants this week. In these cases, individuals will use a legally issued border-crossing card (laser visa) to live or work in the U.S., which is not authorized. They also lose their documents and are generally returned to Mexico.
CBP officers stopped 28 imposters because of thorough document exams. Imposters generally will use a legitimate entry document assigned to another person and present it as their own. Violators generally lose their documents and are returned to Mexico. Area CBP officers also identified 26 people who made false claims to U.S. citizenship, attempted to enter with counterfeit or altered documents, and those attempting to enter without inspection.
CBP officers working area ports of entry apprehended a total of 30 fugitives this week. They also made one steroid seizure and recovered on stolen vehicle. While anti-terrorism is the primary mission of U.S. Customs and Border Protection, the inspection process at the ports of entry associated with this mission results in impressive numbers of enforcement actions in all categories.
