stop 61 imposters at area ports of entry 3.6.09

EL PASO, Texas - U.S. Customs and Border Protection (CBP) officers performing anti-terrorism inspections at El Paso area ports of entry were kept busy this week with drug seizures, illegal immigration cases, prohibited food items, and fugitive apprehensions.

CBP officers recorded 126 immigration violations at area ports this week. CBP officers stopped 61 imposters because of thorough document exams. Imposters generally will use a legitimate entry document assigned to another person and present it as their own. Violators generally lose their documents, can be prosecuted and go to jail and/or are returned to Mexico.

“It is unusual to apprehend exactly 61 imposters two weeks in a row,” said William Molaski, CBP El Paso Port Director. “However there is nothing out of the ordinary when CBP officers successfully identify and stop people who are attempting to enter the country illegally as an imposter. Many of these imposters have been previously removed from the U.S. for criminal activity so they resort to this tactic in an attempt to reenter the country illegally.”

CBP officers nabbed 36 intended immigrants. In these cases, individuals will use a legally issued border-crossing card (laser visa) to live or work in the U.S., which is not authorized. They also lose their documents and are generally returned to Mexico. Area CBP officers also identified 29 people who made false claims to U.S. citizenship, attempted to enter with counterfeit or altered documents, and those attempting to enter without inspection.

Area CBP officers made a total of 36 drug busts during the previous seven days. CBP officers confiscated 2,878 pounds of marijuana in 35 seizures and 4.79 pounds of cocaine in one additional bust.

CBP officers working at area ports made a total of eight agriculture seizures during the previous seven day period. Violators paid $1,550 in fines associated with the seizures. Prohibited agricultural items seized this week included pork, ham, chorizo, guavas, avocados, fresh eggs and live plants.
Failure to declare prohibited items can result in a $300 penalty for an initial offense and $1000 for a repeat violation. If properly declared, prohibited food items can generally be abandoned at the port of entry without consequence.

CBP officers working area ports of entry apprehended a total of 28 fugitives this week. They also made one weapons seizure, identified three export violations generating $2,950 in penalties, confiscated cock fighting spurs, and seized one rooster and three live hens. While anti-terrorism is the primary mission of U.S. Customs and Border Protection, the inspection process at the ports of entry associated with this mission results in impressive numbers of enforcement actions in all categories.

Central tac officer arrests man wanted for indecency with a child 3.5.09

EL PASO, TEXAS – A man wanted for Indecency With a Child is arrested by a Central Tac officer. At 3:30 yesterday afternoon, an officer assigned to the Central Regional Command Tac unit stopped 41-year old Martin Williams who was seen by the officer in the middle of the street. The officer stop Williams for the violation and soon learned that Williams had two outstanding criminal warrants. The officer took Williams into custody and booked him into the El Paso County Jail for an outstanding warrant of Indecency With a Child and Possession of a Controlled Substance.

BACKGROUND:

EL PASO, TEXAS- Early Wednesday morning, Sheriff Deputies received an anonymous tip on the whereabouts of a subject listed on the CRIMESTOPPERS "MOST WANTED" list. The tip led Deputies to a residence located in the 15000 block of Perry El Paso,TX. Deputies made contact with the residents and advised they were looking for wanted subject EDWIN JOSE QUINONES (46). Fugitive QUINONES surrendered to authorities and was taken into custody without incident.

EDWIN QUINONEZ (46) was wanted on an outstanding criminal warrant for THEFT OF PROPERTY o/$1,500 u/$20,000. QUINONEZ was booked at the El Paso County Detention Facility.

El Paso CBP officers arrest juvenile for smuggling cocaine inside of car battery 2.5.09

El Paso, Texas —U.S. Customs and Border Protection (CBP) officers working at the El Paso port of entry seized 4.79 pounds of cocaine Tuesday morning. CBP officers discovered the drugs in the battery of a 1991 Dodge Stratus that arrived in El Paso from Juarez, Mexico. A 17-year-old Juarez male was arrested in the foiled smuggling attempt. In addition, CBP officers intercepted 476 pounds of marijuana in four other seizures. The estimated street value of the drugs is $524,500.

“Drug smuggling organizations will vary concealment methods daily in order to try to get drugs through us,” said William Molaski, U. S. Customs and Border Protection, El Paso port director. “We have to stay one step of ahead of them by adapting to changes in concealment, layering our enforcement strategy, and sharing intelligence.”

In addition to the cocaine seizure, CBP officers working at the El Paso port of entry made the following four additional drug seizures on Tuesday.

At 7:50 a.m., CBP officers at Bridge of the Americas (BOTA) border crossing seized 34.10 pounds of marijuana. The drugs were concealed underneath the seats of a 1986 Mazda. A 34-year-old Juarez man was arrested.

At 12:55 p.m., CBP officers at the Ysleta crossing seized 218.46 pounds of marijuana. The drugs were concealed in a false roof compartment, door panels and the gas tank of a 1994 Chevrolet Blazer. A 19-year-old Juarez man was arrested.

At 2:11 p.m., CBP officers at the Paso Del Norte crossing seized 194.92 pounds of marijuana. The drugs were concealed in the gas tank and under carriage compartment of a 2002 Dodge Ram. A 33-year-old El Paso man was arrested.

At 4:45 p.m., CBP officers at the Ysleta crossing seized 28.55 pounds of marijuana. The drugs were concealed in the rear quarter panels and spare tire of a 2007 Volkswagen Rabbit. A 23-year-old El Paso man was arrested.

EL PASO, TEXAS – Auto Theft Investigators responded to assist Central Patrol Officers in the 800 block of S. Santa Fe late Wednesday evening. Central Patrol officers had located a 06 gold Chevrolet Trailblazer that had been reported stolen. Auto Theft Investigators have begun their investigation and determined that the vehicle had been reported stolen out of Las Cruces, NM on Feb. 15, 2009. This investigation continues.

Auto Theft Investigators located a blue Ford F250 in the 4500 block of Rosa St. late Wednesday evening. A check of the vehicle revealed that the vehicle had been reported stolen out of El Paso, Tx on Feb. 12, 2009. No Arrests have been made.

Teen arrested twice in four days for purse snatchings

EL PASO, TEXAS – A teen was arrested twice in four days for purse snatchings. El Paso Police officers arrested 18-year old Alberto Ruvalcaba twice in four days for Theft From Person. On Thursday, February 26, 2008, Officers from the Mission Valley Regional Command Center’s Tactical Unit heard a call reference a purse snatching just occurred from the Walmart at 10727 Gateway West. The officers were given a vehicle and suspect description and subsequently located and arrested Ruvalcaba and an accomplice and booked him into the El Paso County Detention Facility. On Monday, March 2, 2009, Pebble Hills Patrol Officers responded to 1590 George Dieter (Big Lots) on a purse snatching just occurred. The responding officer provided other officers in the area with a suspect and vehicle description. Fortunately, other officers in the area located and arrested Ruvalcaba. Ruvalcaba was booked into the El Paso County Detention Facility again on another charge of Theft From Person. Theft From Person is a State Jail Felony.

EL PASO, Texas - A U.S. magistrate judge has ordered a 74-year-old local man to remain in federal custody without bond after U.S. Immigration and Customs Enforcement (ICE) arrested him recently on child pornography charges.

Charles Frederick Pine was arrested Feb. 20 at his Eastside apartment in the 7600 block of Gateway East Blvd. after ICE special agents executed a federal search warrant. ICE agents seized Pine’s home computer, which contained explicit child pornography images, most of them of prepubescent girls engaged in sexual activity alone and with adult men.

According to a federal criminal complaint, Pine allegedly used his credit card to purchase access to a child pornography website and download photographs. ICE agents estimate Pine’s computer may contain thousands of child pornography videos and photographs. ICE is conducting a thorough forensic analysis of Pine’s computer as part of its investigation.
ICE encourages anyone whose children may have been in contact with Pine to call ICE’s toll-free hotline at: 866-347-2423.

“Child pornographers use computers to produce and distribute child pornography,” said Julio Velez, acting special agent in charge of the ICE Office of Investigations in El Paso. “Now ICE and other law enforcement agencies use this same tool to track, identify, arrest and seek prosecution of anyone who sexually exploits and victimizes children. There is no anonymity in cyberspace to protect these criminals.”

This investigation is part of Operation Predator, a comprehensive ICE initiative aimed at anyone who preys on children, including human traffickers, international sex tourists, Internet pornographers, and foreign national predators whose crimes make them deportable. Since the Predator initiative was launched in July of 2003, there have been more than 11,600 suspects arrested nationwide.

2 teens found in a hotel room w/ 2 adult males

WHEN: Over the Weekend

WHERE: 12111 Gateway West (Microtel Inn & Suites)

WHY: ARRESTS MADE

EL PASO, TX- Over the weekend at about 10:00 PM, Sheriff’s Deputies were flagged down on Loop 375 at about mile marker 27 in reference to the whereabouts of a teen runaway. Information provided to Deputies indicated a 14 year-old female previously reported as a runaway was at the Microtel Inn & Suites, located as 12211 Gateway West. The Deputies proceeded to the Hotel where they spotted the runaway in the hotel lobby & quickly detained her. After a brief investigation, Deputies learned the female runaway was accompanied in the hotel room by another female juvenile and two adult males. Information obtained by Deputies indicated the two adult males had furnished alcoholic beverages to the teens. Deputies proceeded to the hotel room & made contact with the occupants (a 15 year-old juvenile female & 2 adult males). Deputies soon discovered the 15 year-old female inside the room had a Directive to Apprehend issued out of the Juvenile Probation Department (thru the 65th District Court). Deputies also found two 25 year-old males inside the room. Contents found inside the room located in plain view were alcoholic beverages & small amount of white powder residue (cocaine). All parties were taken into custody. The male subjects were identified as HECTOR MAURICIO BAZAN (25) & ALFREDO BARRAZA MEI (25) – both from the Lower Valley El Paso, TX.

The 14 year-old female was turned over to the custody of her parents.
The 15 year-old WANTED female subject was taken to RE Thomason General Hospital then eventually turned over to the JUVENILE PROBATION DEPT.
MEI was charged with Indecency with a child and Endangering a child.
BAZAN was charged with Endangering a child.
