INDICTMENT AND ARREST OF EIGHT INDIVIDUALS
AND THE EXECUTION OF TWO SEARCH WARRANTS

(El Paso, Texas) – Joseph M. Arabit, Special Agent in Charge of the Drug Enforcement Administration (DEA) El Paso Field Division, announced the indictment and arrest of eight individuals and the execution of two search warrants in El Paso, Texas as a result of an investigation into the Rodrigo Eckenroth drug trafficking organization (DTO). The investigation of the Eckenroth DTO was initiated by a DEA El Paso Division Multi-Agency HIDTA Task Force along with the El Paso Police Department Stash House Task Force, based on information that the Eckenroth DTO was responsible for the distribution of approximately 25,000 pounds of marijuana a year throughout the United States during 2007 and 2008. The investigation identified various warehouses and residences in the El Paso metropolitan area that had been utilized by the Eckenroth DTO to store and transport drug shipments.

Today’ arrests are an addition to six Eckenroth DTO members who were taken into custody prior to today. During this investigation the DEA, the El Paso Police Department and the Internal Revenue Service-Criminal Investigation, seized several bank accounts that were allegedly utilized to hide assets and launder drug proceeds. Also seized were 24 vehicles, three residences, two commercial properties, several tons of marijuana and approximately $334,000.

On April 22, 2009 a Federal Grand Jury in a 17 count indictment charged Rodrigo Rodney Eckenroth, Luis Rivera, Jeorge Rivera, Josefina Ornelas-Murguia, Liliana Ornelas-Rodriguez, Mario Alberto Munoz Jr., Uriel Herrera-Gallegos and Joel Osvaldo Ramirez-Numez with numerous drug trafficking and money laundering violations. Eckenroth was also indicted on a Title 26 charge of Attempting to Evade and Defeat Tax. More arrests are anticipated.

This case was investigated by the Drug Enforcement Administration, the El Paso Police Department, and the Internal Revenue Service-Criminal Investigation, United States Marshal Service, Texas Department of Public Safety and the El Paso County Sheriffs Office. Assistant United States Attorney John Gibson is prosecuting this case on behalf of the government.

An indictment is a formal accusation of criminal conduct, not evidence of guilt. The defendants are presumed innocent unless and until convicted through due process of law.

Tomorrow, Friday, May 22nd 2009 @ 3:30 pm, El Paso’s Bravest Firefighters will be playing a Charity Basketball game with the Police Officers of the El Paso Independent School District Police Department at Roberts Elementary school located at 341 Thorn in the upper valley. The game is a joint project from the students at Roberts Elementary, EPISD Police and El Paso Firefighters. A canned food donation is being asked for by school officials to gain admission to this charitable event and all canned goods will be donated to the Salvation Army. A Health and Fitness fair involving several area agencies will also be held in conjunction with the basketball game.

Memorial Day weekend is finally here and is considered by many El Paso residents as the unofficial start of summer, bringing together warm weather, barbeques and swimming pools.
El Paso Fire Department Officials want to wish the Citizens of El Paso a Safe and Happy Memorial Day weekend and offer these safety tips:

Swimming Pool Safety

To prevent swimming pool drownings and accidents, layers of protection are essential. Closely supervising young children and being prepared in case of an emergency are two very important things to remember. In addition:

1. If a child is missing always look in the swimming pool first. Seconds count!
2. Knowing how to swim doesn’t make a child drown proof.
3. Never use a floatation device as a substitute for supervision.
4. Keep rescue equipment and a phone next to the pool.
5. Install barriers around the pool. Fences and walls should be at least 4 feet high.
6. Gates should be self-closing and self-latching.
7. Never leave toys floating in the pool. They attract young children who might try to reach for
them.
8. Use a pool cover when the pool is not in use.
9. Learn Cardiopulmonary resuscitation. The life you save might be your Childs.

Barbecue Safety
• Before using a grill, check the connection between the propane tank and the fuel line. Make sure the venturi tubes - where the air and gas mix - are not blocked.
• Do not overfill the propane tank.
• Do not wear loose clothing while cooking at a barbecue.
• Be careful when using lighter fluid. Do not add fluid to an already lit fire because the flames can flashback up into the container and explode.
• Keep all matches and lighters away from children. Teach your children to report any loose matches or lighters to an adult immediately. Supervise children around outdoor grills.
• Dispose of hot coals properly to avoid any brush fires - douse them with plenty of water, and stir them to ensure that the fire is out. Never place them in plastic, paper or wooden containers.
• Never grill/barbecue under a patio or porch, or in enclosed areas - carbon monoxide could be produced.

Outdoor Activities
• Spend as much time as you can in cool surroundings and shaded areas
• Slow down and take it easy. Physical activity produces extra body heat.
• Wear lightweight, light-colored, loose fitting clothing. Cotton is a light, airy fabric.
• Wear a hat or use an umbrella to protect your head and neck when you are outdoors.
• Drink plenty of water. Don't wait until you are thirsty. By then, you may already be dehydrated.
• Watch what you eat. Avoid eating hot foods or heavy meals. Use your stove as little as possible and cook during the coolest part of the day.
• Avoid drinking alcohol.
• Practice the “Buddy System” and check up on the Elderly, Disabled, and Infirmed.

ICE deports illegal alien wanted in Mexico for two murders

EL PASO, Texas – An illegal alien wanted in Mexico for two murders was deported to Mexico Thursday by U.S. Immigration and Customs Enforcement (ICE) officers.
Jesus Buendia-Maltos, aka Jose Bocanegra-Martinez, was turned over to Mexican authorities at 10 a.m. at the Port of El Paso’s Stanton Street Bridge. ICE agents encountered the fugitive April 30 in the Boulder County Jail in Colorado, where he was serving a seven-day sentence for drunken driving. ICE took custody of Buendia-Maltos May 11 and transferred him to El Paso, where he was charged with administrative immigration violations and subsequently ordered deported.
According to Mexican authorities, in November 1996, Buendia-Maltos spent time drinking and gambling at a bar in Paso Nacional, Nazas, Durango. He left after paying a bet, but returned minutes later with an M1 rifle, which he allegedly used to fatally shoot Jose de Jesus Nava Vaquera and Francisco Javier Vaquera Maciel. A third person was injured in the shooting.
Buendia-Maltos has been a fugitive since 1997, when a warrant for his arrest was issued by a Mexican judge in Durango. He entered the United States illegally in April 2001.
The El Paso ICE office received a request last week from the Office of the Attorney General of Mexico in El Paso, seeking assistance in returning Buendia-Maltos to Mexico.

“ICE will continue to work closely with our Mexican law enforcement partners to ensure that suspects who flee to the United States are returned to their home country to face justice,” said Robert Jolicoeur, field office director for the ICE Office of Detention and Removal Operations in El Paso.

Smuggler in hot water after drugs are discovered in water heater 3.21.09

EL PASO, Texas - U.S. Customs and Border Protection (CBP) officers working at the El Paso port of entry discovered 74.31 pounds of marijuana inside a water heater Wednesday evening. The seizure was made at the Ysleta international crossing in El Paso. The estimated street value of the drugs was $59,448.

The seizure was made at approximately 8:05 p.m. when a 1993 Plymouth Voyager entered the port from Mexico. The CBP officer performed a cursory inspection of the water heater using the K-910 “Buster” density meter then referred the vehicle to secondary for further examination. In secondary, CBP drug sniffing dog “Rico” alerted to the water heater. CBP officers continued their exam and discovered 73 marijuana filled bundles concealed inside the water heater.

“To keep us off balance, smuggling organizations will commonly change their concealment methods in an attempt to get their drug shipments through the ports of entry,” said William Molaski, CBP El Paso Port Director. “A layered enforcement strategy and intelligence sharing leads to narcotic seizures.”

The driver of the van, a 63-year-old Mexican male residing in Juarez, Chihuahua, Mexico was turned over to the custody of the El Paso Police Department. He was arrested and is currently detained at the El Paso County detention facility.

In addition to the previously mentioned seizure, CBP officers working at the Ysleta border crossing seized 2.75 pounds of marijuana concealed on a body carrier. The body carrier, a 30-year-old U.S. citizen living in El Paso was also arrested by the El Paso Police Department.

While anti-terrorism is the primary mission of U.S. Customs and Border Protection, the inspection process at the ports of entry associated with this mission results in impressive numbers of enforcement actions in all categories.

EL PASO, TEXAS – El Paso Police and the FBI are investigating an early morning bank robbery. El Paso Police and FBI agents responded to a robbery just after 10 a.m. Thursday morning. The investigation has revealed that at 10:16 a.m. a suspect described as a Hispanic Male, in his late 20’a, wearing a navy blue jacket with a white strip down the sleeves and blue pants entered the bank and demanded cash. The suspect made gestures as if having a weapon. The suspect exited the bank and was last seen headed towards the rear of the bank with an unknown amount of U.S. currency. There were no reported injuries from this robbery and law enforcement is asking anybody with information regarding this robbery of the suspect(s) involved to call the authorities. EL PASO, TEXAS – Investigators of the West Texas High Intensity Drug Trafficking
Area (H.I.D.T.A.) Stash House Unit recovered 57 bundles of Marihuana Monday
afternoon. Detectives while conducting and ongoing investigation in the 7900
block of Gateway East stopped Alfredo Meza in the 7900 block of Santa Maria.
An inspection of Meza’s vehicle revealed 57 bundles of Marihuana with a total
weight of 61.8 pounds. The investigation revealed that Meza and Gregorio Garcia were
in possession of the Marihuana and both were placed under arrest and charged
with Possession of Marihuana over 50 lbs. and Under 2000 lbs. Both men were
booked into the El Paso County Jail on bonds of $30,000.00 each. The Marihuana
had a street value of $49,440.00. This investigation continues…
The West Texas HIDTA Stash House unit would like to remind the public of possible indicators
1) Rental homes
2) Attached garages
3) Unkept Yards
4) Little if any furniture
5) Occupants keep to themselves (not visible on a daily basis)
6) Occupants will not hold a normal pattern of lifestyle
7) Different vehicles (especially vans and pickup trucks) entering and exiting the garage
8) Vehicles arriving at the stash house will have different out of town plates (Texas, New Mexico, Mexico, and paper “buyer” or “dealer” plates
9) Sudden activity in the home after days or weeks of not seen anyone at the home
10) Accumulation of advertisements on the front door
11) Occupants do not usually put their trash out for regular collection, but instead prefer to dump it at another location themselves.
These again are some of the typical indicators of a stash house, and these indicators alone do not necessarily mean
that the occupants of the home are running a stash house. As a general rule if residents believe there is suspicious activity in

Man trying to get out of work ends up in jail

EL PASO, TEXAS – A man trying to get out of work ends up in jail. Northeast Patrol and Tactical officers responded to 10515 Railroad on a bomb threat call. Due to information the officers received from Police Communications they believed the person responsible was possibly an employee. Their investigation led to the arrest of 20-year old Daniel Garcia. Officers learned Garcia had hoped the bomb threat would close the business so he could go home. Officers arrested Garcia on one count of False Alarm or Report with a fifteen thousand dollar ($15,000.00) bond.

High speed pursuits leads into juarez mexico – suspect arrested 5.19.09

RESULT: ARREST MADE / INVESTIGATION CONTINUES

EL PASO, TX- Early this morning 05-19-09 at approximately 1:56 AM, Sheriff’s Deputies patrolling the areas of I-10 were traveling eastbound on the interstate at mile marker 13 when they observed a white truck traveling in the same direction in the center lane. As the Deputies continued traveling east, the white truck swerved into the Deputies lane almost striking there patrol unit. The Deputy had to drive off the main roadway to avoid getting hit by the truck. Sheriff’s Deputies attempted to conduct a traffic stop on the vehicle as the operator of the vehicle refused to stop continuing eastbound on I-10. The pursuit continued for approximately 9 miles on I-10 East exiting westbound on mile post 22B (connection to US 54). The driver drove onto the Bridge of Americas and entered Juarez, Mexico. At that point the pursuit was terminated.

At about 3:20 AM, Customs & Border Protection Agents stopped the truck & apprehended the driver trying to re-enter the United States at the PDN (Paso Del Norte Bridge). CBP AGENTS turned custody of the suspect over to Sheriff’s Officials.

The operator of the vehicle was identified as CARLOS BARRON (41) of the 7300 block of Clemente El Paso,TX. He was charged & arrested for EVADING ARREST W/ MOTOR VEHICLE & remains at the El Paso County Detention Facility.

Ecstacy / weapon found at weekend party w/ over 75 teens / several arrests made 5.19.09

LOCATION OF OCCURRENCE: 625 FRAY VARGAS SOCORRO, TX

DATE / TIME: SATURDAY, May 16 – SUNDAY , May 17, 2009

RESULT: ARRESTS MADE / INVESTIGATION CONTINUES

SOCORRO, TX– Late Saturday afternoon, Sheriff’s Officials received a tip about a house party taking place at a residence located in the 600 block of Fray Vargas Socorro, Texas. Information received indicated several underage teens were expected to attend & there would be substantial drug activity. Strike Team Deputies in coordination with Special Operations investigators set up operations / surveillance at the party. Shortly after midnight on Sunday 05-17-09, 2 individuals were taken into custody for Delivery of Controlled Substance (Ecstasy).

Arrested were ALEX GARCIA (17) of the 13100 block of Silvia Andrea San Elizario, TX and JOSE RANGEL (18) of the 11100 block of San Ysidro Socorro, TX- Both were booked into the El Paso County Detention Facility under $10,000 bond each.

The owner of the residence, ANTONIO MARTINEZ (66), was placed under arrest for Furnishing Alcohol to Minors. He was booked into the El Paso County Detention Facility under a $5,000 bond.

Approximately (75) juveniles were inside the residence at the time of the busts. All were checked and released. Ecstacy pills, a small amount of marijuana and a small quantity of cocaine were also recovered. A .40 caliber handgun was also recovered from inside the residence where a large number of the party goers were located.

Mother of 6 arrested after assaulting 11 year-old son w/ hammer 5.19.09

LOCATION OF OCCURRENCE: 100 block of Kila El Paso County, TX

DATE / TIME: SATURDAY, May 16, 2009

RESULT: ARREST MADE / INVESTIGATION CONTINUES

HORIZON CITY, TX– Early Monday afternoon 05-18-09 at about 2:15 PM, Sheriff’s Deputies were dispatched to Horizon Middle School located at the 400 block N. Kenazo El Paso County, TX in reference to an injury to a child. Deputies arrived and met with school officials who advised them that an outcry had been made by an 11 year-old student / Victim stating his mother had assaulted him by hitting him with a hammer to his left calf. According to the young Victim the incident took place over the weekend on Saturday 05-16-09. While talking to Deputies, the Victim told authorities his mother had previously threatened him with a handgun.

Further information provided to Sheriff’s Officials revealed 6 other brothers and sisters were living at the residence & living conditions were not good. At about 4:20 PM, Sheriff’s Deputies conducted a followed up at the residence located in the 100 block of Kila El Paso County, TX. Deputies made contact with the 34 year-old mother. Upon entry to the main area of the residence, Deputies observed the house to be in deplorable living condition, dirty and unkept. Deputies went on to find pieces of excrement on the floor.

Consent to search the home was sought & obtained. Deputies were able to locate and recover a hammer later identified as the weapon used in the assault. Deputies were also able to locate & recover a black 357 .38 Special revolver. CID Detectives made contact with Child Protective Services to find that the mother had previously been investigated in July 2002.

After an extensive investigation, Sheriff’s Deputies arrested the 34 year-old mother charging her with AGGRAVATED ASSAULT WITH A DEADLY WEAPON. The mother was identified as ANGELICA BARRON (34). She was booked at the El Paso County Detention Facility and is currently out on bond.

THE IDENTITY OF THE 11 YEAR-OLD VICTIM WILL NOT BE RELEASED BECAUSE OF HIS AGE.

THIS INVESTIGATION IS ONGOING & MORE CHARGES MAY BE PENDING.

EL PASO, TEXAS –Police identify Friday’s murder victim. Police have identified the victim as 37-year old Jose Daniel Gonzalez-Galeana. The investigation continues and anyone with information is asked to call police at 832-4400 or Crime Stoppers at 566-TIPS (8477).

EL PASO, TEXAS – El Paso Police are sent to a “shots fired” call late Friday evening. Pebble Hills Officers responding to a “shots fired” call just after 10 p.m. Friday in the 1300 block of Pony Trail find a man on the street the victim of gun shot wounds. The victim, identified as a Hispanic male in his mid 30’s was transported to R.E. Thomason Hospital where he was pronounced dead on arrival. Crimes Against Persons (CAP) detectives continue to investigation this 3rd homicide of 2009. The preliminary investigation suggests that the victim was approached by another male and shot with an unknown type of handgun. CAP investigators are asking anybody in information regarding this crime to call the El Paso Police Department at 915.832.4400 or to remain anonymous call Crime Stoppers at 915.566.8477.

This is the 3rd murder of 2009 as compared to 3 at this same time last year (2008).

CBP officers at El Paso port of entry make another cocaine bust

EL PASO, Texas - U.S. Customs and Border Protection (CBP) officers working at the El Paso port of entry seized 60.8 pounds of cocaine Saturday morning. The seizure was made at the Paso Del Norte international crossing in downtown El Paso. The estimated street value of the seizure was just under $2 million.

“This is the second large cocaine seizure CBP officers at the El Paso port have made in a 36 hour period,” said William Molaski, CBP El Paso Port Director. “CBP officers at the Ysleta crossing stopped a 25.6 pound cocaine shipment Thursday night. CBP officers working at El Paso area ports of entry also seized 734 pounds of marijuana in 12 seizures during the past weekend.”

The big cocaine seizure was made just before 11:00 a.m. when a 2006 Dodge Ram 2500 entered the port from Mexico. A CBP officer at the primary inspection booth selected the vehicle for a secondary exam after receiving high readings on a “Buster” density meter. The readings were consistent with hidden contraband. CBP officers continued their exam and spotted bundles stashed inside the quarter panels of the truck. CBP officers probed a bundle producing a white powder which tested positive for cocaine. CBP officers removed a total of 23 cocaine-filled bundles from the hidden compartment of the truck. The weight of the seized contraband was 60.8 pounds.

U.S. Immigration and Customs Enforcement (ICE) special agents arrested the driver of the car after the case was accepted for federal prosecution. He is identified as 28-year-old Fernando Sandoval Mendoza of Chihuahua City, Mexico. He is currently detained and being held without bond at the El Paso County detention facility.

High speed chase ends with dwi driver arrested

LOCATION OF OCCURRENCE: INTERSECTION OF MONTANA & LEE TREVINO

DATE / TIME: May 17, 2009 2:55 PM

RESULT: DRIVER ARRESTED

EL PASO, TX- Sunday afternoon 05-17-09 at about 2:55 PM, a Sheriff’s Deputy patrolling the area of 12200 Montana was flagged down by a motorist pointing out a reckless driver (White Volvo) who had just ran the motorist off the roadway. The Deputy spotted the White Volvo S70 traveling west on Montana and attempted to pull the car over. The driver refused to stop & accelerated at high speeds continuing west on Montana. At that point the pursuit was on as the driver continued driving through several major intersections disregarding the safety of the public. The vehicle continued west on Montana Ave approaching the intersection of Lee Trevino. The traffic on Montana was stopped at a red light at the said intersection causing the driver to stop, the Deputy positioned his patrol unit directly behind the suspect vehicle boxing it in with a truck tractor stopped in front. The driver exited the vehicle and was placed under arrest. The Deputy immediately smelled a strong odor of an unknown alcoholic beverage coming from the drivers breath & person. There were several beer cans located in plain view on the driver’s side floorboard of the vehicle. An intoxilyzer breath test resulted in the driver being twice over the legal drinking limit. He was arrested & charged with EVADING ARREST W/ VEHICLE & DRIVING WHILE INTOXICATED.

The Driver was identified as KUMARS KHOSRAVANI (26) of the 3200 block of Kirkcaldy El Paso, TX. He was booked at the El Paso County Detention facility.

Man who died in rollover collision – identified

Driver: 28-year old Billy Jo Martinez-Pando of the 5300 block of Ridge (deceased)
Passenger: 30-year old Christina Dailey of the 5300 block of Ridge

EL PASO, TEXAS – A man dies in a rollover collision. The Special Traffic Investigations Unit (STI) responded to 5200 North Desert to assist Westside Patrol with a traffic fatality. The preliminary investigation revealed 28-year old Billy Jo Martinez-Pando drove an Oldsmobile Alero on North Desert. Martinez lost control of the vehicle which left the roadway and rolled several times. Martinez died at the scene. Dailey was taken to Thomason Hospital where she remains in serious but stable condition. Investigators believe speed was a factor in this collision. This is the 23rd traffic fatality of 2009 as compared to 20 at this same time last year. STI has made notification of next of kin. The investigation continues.

Woman dies in early morning rollover collision

Driver: Ruby Alvarez, 29 years of age, 4000 block of Tularosa, El Paso, TX

EL PASO, TEXAS – An El Paso woman dies in a rollover collision. The Special Traffic Investigations Unit (STI) responded to 5800 Railroad to assist Northeast Patrol with a single vehicle, traffic fatality early Saturday morning. The preliminary investigation revealed 29-year old Ruby Alvarez drove a 2005 Hyundai, Sonata south on Railroad. In the 5800 block of Railroad the Hyundai struck the center cement median riding up the barrier and striking a metal light pole. The vehicle then rolled over onto its top where is slid to a stop. The operator was the sole occupant of the vehicle, was wearing a seat belt and died at the scene. STI has determined that speed is a factor in this collision and it is unknown at this point in the investigation if alcohol is a factor. This is the 24th traffic fatality of 2009 as compared to 20 for 2008. This investigation continues.
