“Masked Bandit” Robs El Paso Bank

The International Bank, 175 Arizona Avenue, El Paso, Texas, was robbed shortly after 1:00 this afternoon. A lone male entered the bank with a pistol. In Spanish, he ordered the customers onto the floor then pointed the gun at a teller. He put an undisclosed amount of money in a backpack, fled on foot and jumped over a wall at the back of the bank.

Subject Description:
- Hispanic male, in his 30s
- 5’8” thin build
- Clothing: a long-sleeved gray “hoodie,” blue shorts, black and white gloves, black baseball cap, white tennis shoes, camouflage backpack
- White surgical mask and sunglasses

EL PASO, TEXAS – An El Paso man is arrested for DWI late Wednesday and has a 1 month old as a passenger inside his vehicle. A Mission Valley officer stopped Jose A. Ramirez driving a 2001 Suzuki Swift late Wednesday for a traffic violation. A DWI Task Force officer arrived to assist and determined that Ramirez is driving while under the influence. Further investigation revealed that a 1 month old infant was seated in a safety seat between the rear seat passengers of the 2001 Suzuki Swift. As a result of the traffic stop and subsequent investigation Ramirez was placed under arrest and charged with Driving While Intoxicated with a child passenger under 15 years of age. He was booked into the El Paso County Jail on a $3,000.00 bond.

CBP officers find cocaine strapped to female border crosser

EL PASO, Texas - U.S. Customs and Border Protection (CBP) officers working at the El Paso port of entry made a five pound cocaine seizure Thursday morning. The seizure was one of 18 drug busts CBP officers made this week including 16 marijuana seizures resulting in the confiscation of 751 pounds and two cocaine loads weighing a total of 10 pounds.

The Thursday cocaine seizure was made in the pedestrian inspection area of the Bridge of the Americas just before 10 a.m. A CBP officer at the primary inspection booth noticed an unusual bulge in the midsection of a female border crosser. The woman was selected for a secondary exam during which CBP officers located two cocaine-filled bundles held against her waist by medical gauze. The contents of the bundles tested positive for cocaine.

CBP officers arrested 48-year-old Bertha Martinez Ruiz of Ciudad Juarez, Mexico. She was turned over to U.S. Immigration and Customs Enforcement (ICE) special agents after the case was accepted for federal prosecution. Martinez was booked into the El Paso County Jail and is currently being held without bond.

In addition to the drug busts, CBP officers working at ports of entry in El Paso, West Texas and New Mexico made a total of 25 seizures of agricultural items during the previous seven days. Violators paid $6,225 in penalties in association with the violations. Prohibited food products seized during the last week included pork, chorizo, bologna, raw chicken, fresh eggs, mangos, apples, quince, guavas, figs, apples, oranges, pomegranates, sugar cane, and live plants.

CBP officers recorded 165 immigration violations at area ports this week including 66 imposters because of thorough document exams. Imposters generally will use a legitimate entry document assigned to another person and present it as their own. Violators generally lose their documents, can be prosecuted and go to jail and/or are returned to Mexico.

CBP officers seized documents from 53 intended immigrants. In these cases, individuals will use a legally issued border-crossing card (laser visa) to live or work in the U.S., which is not authorized. They also lose their documents and are generally returned to Mexico. CBP officers also identified 46 people who made false claims to U.S. citizenship, attempted to enter with counterfeit or altered documents, those who entered without inspection, and visa overstay violations.
CBP officers working at area ports made a total of 23 fugitive apprehensions during the previous seven days. While anti-terrorism is the primary mission of U.S. Customs and Border Protection, the inspection process at the ports of entry associated with this mission results in impressive numbers of enforcement actions in all categories.

EL PASO, TEXAS – Investigators of the West Texas High Intensity Drug Trafficking
Area (H.I.D.T.A.) Stash House Unit recovered 9.2 pounds of Marihuana late
last Friday afternoon. Detectives while conducting and ongoing investigation as a
residence in the 200 block North East H Avenue in Fabens recovered 9 bundles of
wrapped and packaged marihuana inside the home. The investigation revealed that
Medina, P. Ortiz and C. Ortiz were in possession of the Marihuana and all were
placed under arrest and charged with Possession of Marihuana over 5 lbs. and
Under 50 lbs. All three were booked into the El Paso County Jail. The Marihuana
had a street value of $7,360.00.

1) Rental homes
2) Attached garages
3) Unkept Yards
4) Little if any furniture
5) Occupants keep to themselves (not visible on a daily basis)
6) Occupants will not hold a normal pattern of lifestyle
7) Different vehicles (especially vans and pickup trucks) entering and exiting the garage
8) Vehicles arriving at the stash house will have different out of town plates (Texas, New Mexico, Mexico, and paper “buyer” or “dealer” plates
9) Sudden activity in the home after days or weeks of not seen anyone at the home
10) Accumulation of advertisements on the front door
11) Occupants do not usually put their trash out for regular collection, but instead prefer to dump it at another location themselves.

These again are some of the typical indicators of a stash house, and these indicators alone do not necessarily mean that the occupants of the home are running a stash house. EL PASO, TEXAS – Quick actions from officers leads to the arrest of a car jacking suspect in West El Paso. At 12:30p.m., officers are dispatched to 650 N. Resler regarding a “Theft of Vehicle In Progress” call. As the officers were approaching the area, comments on the call stated that the victim had been assaulted. The officers were given a description of a green Honda traveling east on Belvidere towards Westwind. The officers spotted the vehicle at the 800 block of Redd and made an attempt to stop the vehicle. The vehicle refused to stop and continued on to a construction zone around the area of Helen of Troy. The vehicle continued back heading towards the area of Franklin High School at which time the vehicle was stop by a Westside Traffic unit tactically colliding with the vehicle and bringing it to stop just before the school, which was letting out students at the time. As a result the vehicle was forced onto the center median and the 20-year old suspect was arrested without further incident. Detectives from Crimes Against Persons(C.A.P.) assisted with the investigation and learned that the 20-year old suspect had approached 16-year old victim and identified himself as a Detective and told him he needed to check his vehicle.

FORMER U.S. POSTAL SERVICE EMPLOYEE IN EL PASO SENTENCED IN WORKER’S COMPENSATION SCAM

John E. Murphy, Acting United States Attorney, announced that in El Paso, Jose Barraza,
former employee with U.S. Postal Service, was sentenced to ten months in federal prison
yesterday afternoon for fraudulently acquiring workers compensation payments in connection
with an alleged on-the-job injury to his arm.

United States District Judge Frank Montalvo also ordered that Barraza pay $1,400 in a special
assessment to the Crime Victims Fund, pay $54,851.30 in restitution to the U.S. Postal Service
and Department of Labor, Office of Worker’s Compensation, and that he be placed under
supervised release for a period of three years after completing his prison term.

On June 30, 2009, a jury found Barraza guilty on 14-counts of fraudulently acquiring workers
compensation payments. Barraza had claimed to be unable to work, completely disabled and in
need of surgery for his injured arm. However, surveillance videos shown to the jury depicted
Barraza at a UTEP football game, painting his house, and throwing tires and other debris into a
dumpster, all with full use of his arm. As a result of his fraudulent claims, Barraza had been paid
compensation and medical costs of $54,851.30.

This case was investigated by the U.S. Postal Service–Office of Inspector General. It was
prosecuted for the government by Assistant United States Attorney J. Brandy Gardes.

Fire Press Release: 2 arrested for explosive device

August 25, 2009

Last night at approximately 2024 hours several units with the El Paso Fire department responded to a call of an explosion, at the Hawaiian Shaved Ice stand, on 1000 block of N. Carolina in lower central El Paso. First unit on the scene reported the remains of a makeshift type explosive device and requested fire marshal investigators. No injuries were reported to civilians or firefighters. Investigators conducted an investigation and determined that two men, who with the help of witnesses, were identified as the ones responsible for the manufacturing of the device and were detained.


These two men were taken into custody by investigators for the chemical bomb that had been constructed and exploded near a crowded market stand in the lower valley on Monday night. Christian Chavira, age 21, and Andres Arellano, age 20 were arrested and booked into the El Paso county jail by Fire Investigators. Both men were charged with possession and manufacturing of a prohibited weapon which is a 3rd degree felony and bond was set at $1500 each.

BACKGROUND:

EL PASO COUNTY, TX- Early Monday morning August 24th, 2009 at approximately 7:00 AM, Sheriff’s Deputies were called to the Horizon Police Dept. HQ at the intersection of Darrington & Horizon. Deputies arrived a short time later & met with the reporter / step mom who informed authorities that her step children ages 7 & 11 were missing from the home located in the 700 block of Platino El Paso County, TX. Apparently the children left the residence on foot.

Sheriff’s Officials conducted an extensive search of the area but were unable to find the children. Information received indicates the children were spotted a little after 6:00 am at a Valero service station located at 14432 Rudi Kuefner which intersects with Darrington. Both children have not been seen since. It is unknown if the children entered a vehicle & left the area. Investigation continues.

A previous AMBER ALERT was issued for these same 2 children in February 2008. In that case, both children were located healthy & unharmed in Juarez, Mexico attempting to visit their mother. The children were reunited with their father a short time later. Child Protective Services CPS- did conduct an investigation after that incident but concluded there were no findings of wrong doing in the household. Reminder CPS cases are confidential so we cannot expand on their findings.

EL PASO, TEXAS – A wanted individual is taken into custody with the help of an officer assigned to the Westside Regional Command that was on his way to work. Just after 8:30 last night, 19-year old Roberto Gamero was walking around the area of the McDonalds located at Resler and Redd. The officer recognized him and immediately called in for assistance from units working the area. Gamero was taken into custody without incident for five outstanding Criminal Warrants, including Evading Arrest, Possession of Marijuana, and Theft. Gamero is being held under a $15,925.00 dollar bond. In addition, with this arrest Westside investigators learned Gamero is responsible for multiple beer runs in West El Paso.

EL PASO MAN SENTENCED TO MORE THAN 27 YEARS IN FEDERAL PRISON FOR DRUG TRAFFICKING

John E. Murphy, Acting United States Attorney, announced that Gabriel Alejandro Mendoza-
Lucio, the leader of a cocaine and marijuana trafficking cell based in El Paso, Texas, was sentenced
this week to 327 months in federal prison for conspiracy to possess with the intent to distribute five
kilograms or more of cocaine.

In addition, United States District Judge Frank Montalvo ordered that the defendant pay a $25,000
fine and be placed under supervised release for a period of ten years after completing his prison
term.

Over a three-year period, Mendoza-Lucio supervised the sale and shipment of marijuana and at least
150 kilograms of cocaine from El Paso to areas throughout the United States to include Atlanta,
Albuquerque, New York City and the state of Pennsylvania. Mendoza-Lucio also supervised the
transportation of millions of dollars in drug proceeds from these locations back to persons living and
operating out of the Republic of Mexico. Mendoza-Lucio and his organization employed a network
of individuals to transport cocaine, marijuana and drug proceeds to and from El Paso.

On February 18, 2009, Mendoza-Lucio pleaded guilty to the drug conspiracy charge.

This case was investigated by the El Paso and Atlanta Field Divisions of U.S. Immigration and
Customs Enforcement and the Drug Enforcement Administration together with the Louisiana
Department of Safety and Public Corrections and the Bessemer (Alabama) Police Department. This
case was prosecuted on behalf of the United States by Assistant United States Attorney John Gibson.

EL PASO COUNTY, TX– Early Sunday morning 08-23-09 at about 12:30 AM, Strike Team Deputies received information from an anonymous source as to the whereabouts of WANTED FUGITIVE OSCAR REZA. Strike Team Deputies had been searching for the fugitive for several days. REZA is a well known con-artist who deceived several El Paso businesses & was on wanted various FRAUDULENT / FORGERY offenses (4 felonies / 6 misdemeanors) and was also previously featured on the August 3rd, 2009 edition of MANHUNT MONDAY.

The tip led Strike Deputies to a night club located in the 1400 block of Lee Trevino. Deputies approached REZA outside the night club & attempted to take him into custody. REZA became combative in a desperate attempt to get away & put up a struggle resisting arrest. REZA was finally taken into custody & also charged with RESISTING ARREST.

REZA’s arrest marks the 7th MANHUNT MONDAY capture in just a month.

CBP officers discover cocaine hidden inside a vehicle’s engine block

El Paso, Texas — U.S. Customs and Border Protection (CBP) officers working at the Ysleta International crossing at the El Paso Port of Entry made an unusual cocaine seizure Friday morning. CBP officers discovered 5.06 pounds of the drug hidden inside the engine block of a vehicle.

At about 05:53 a.m. CBP officers made the seizure when a 1982 Chevrolet C-10 pick-up arrived at the primary inspection booth from Juarez, Chihuahua, Mexico. The driver told the CBP officer that he had nothing to declare. The vehicle was taken to a separate inspection area where an extensive inspection of the vehicle was conducted. CBP officers discovered four cocaine-filled packages concealed in the engine block.

“We are proud of our front line officers who work tirelessly in apprehending all types of criminals. While criminals come up with creative ways to smuggle illicit goods, our officers are always quick to find them,” said Isabel Mullens, U.S. Customs and Border Protection, Acting Port Director in El Paso. “We have intercepted drugs in televisions, roofing paper rolls and now in the engine block of a vehicle.”

U.S. Immigration and Customs Enforcement (ICE) special agents arrested 28-year-old Juan Rodriguez Cervantes of Ciudad Juarez, Mexico in connection with the failed smuggling attempt.

EL PASO, TEXAS – A hit and run driver takes a man’s life in Central El Paso. Just after eleven last night, 47-year old Alma Rosa Lomeli was driving a 2008 Chevrolet Cobalt eastbound on the 5700 block of Delta. At that same time, a Hispanic male in his mid 20’s was driving a 1991 Ford Explorer southbound on the 200 block of S. Glenwood. The Hispanic male failed to stop at the stop sign and entered the intersection of 5700 Delta at a high rate of speed striking the Chevrolet. The impact caused one of the passengers, 20-year old Jesus Marin to be ejected from the vehicle. Marin died at the scene and Lomeli and the 15-year old passenger were taken to University Medical Center for treatment of serious injuries and are reported to be stable. The Hispanic male abandoned the Explorer at the scene and fled on foot. At this time officers from the Special Traffic Investigations Unit continue to follow up on this case. Marin was not using a seatbelt. This is the 40th traffic death for 2009 as compared to 38 at this time last year.

ROSS is wanted for the OFFENSE of:

POSSESSION OF CONTROLLED SUBSTANCE (COCAINE) - $10,000 BOND

EL PASO, TX JULY 2009- On Friday 07-31-09 at 3:15 AM, Sheriff’s Deputies drove into the parking of a service station in the 1100 block of Joe Battle when they observed a male and female arguing next to their vehicle. Upon making contact with the couple, Deputies noticed two other individuals sitting inside the vehicle where a strong smell of marijuana was emitting from the car. Deputies sought & obtained consent to search the vehicle from the car owner ALEX ROSS. Deputies discovered crack cocaine in the glove compartment of the vehicle & a small baggy of marijuana in the rear seats where the said couple was sitting prior to exiting the vehicle. All four persons were arrested for charges ranging from POSSESSION OF MARIJUANA, POSSESSION OF CONTROLLED SUBSTANCE, & FAILURE TO IDENTIFY. All subjects were transported to the Montana Patrol Station for processing. During his time in custody, ROSS claimed to be feeling ill & was transported to the hospital which prevented him from being booked at the El Paso County Detention Facility.

Shortly after, Deputies worked up an arrest warrant for ROSS and have been unsuccessful locating him the past couple of weeks.

ROSS knows he is wanted & continues to elude capture. ROSS remains in the borderland hiding from authorities. ROSS shows a previous arrest for POSSESSION OF CONTROLLED SUBSTANCE (COCAINE) just this past April 2009.

Sheriff’s Officials are asking the Public if anyone has seen or knows the whereabouts of ALEX ROSS they are urged to call Crime Stoppers of El Paso at 566-TIPS (8477). Callers will remain anonymous & may be eligible for a reward if the information provided leads to the apprehension of the individuals featured.
