EL PASO, TEXAS – Investigators from the Special Traffic Investigations Unit (S.T.I.) located relatives of 48-year old Ray Frederick Stilson who died after being struck by a tractor-trailer while panhandling in Central El Paso.

BACKGROUND:

A man panhandling in a Central El Paso intersection is struck by a tractor-trailer. On Wednesday September 30, 2009 Stilson was panhandling at the intersection of Montana and Mescalero. Stilson was on the street when the light turned green and began to walk south the median. At that same time a tractor-trailer on the far left lane of traffic, traveling westbound on Montana proceeded to enter the intersection. Stilson was attempting to get to the center median he stepped into the far left lane of traffic in front of the commercial vehicle. The driver was unable see Stilson due to the size of the vehicle and struck him. He was taken to University Medical Center where he underwent emergency treatment and died a short time later. Investigators from the Special Traffic Investigation Unit (S.T.I.) responded to the scene. No charges are pending on the driver of the truck and the contributing factor on this collision is pedestrian being on the roadway and failing to yield the right of way to the vehicle. This is the 43rd traffic death of the year as compared to 42 at this time last year. This is also the 4th pedestrian for the year, compared to nine last year.

EL PASO MAN SENTENCED TO FIVE YEARS IN FEDERAL PRISON ON DRUG CHARGES

John E. Murphy, Acting U.S. Attorney, announced that in El Paso today, 49-year-old Ruben
Ceballos was sentenced to five years in prison on federal drug charges.

In addition to the prison term, United States District Judge David Briones ordered that Ceballos
pay a $2,000 fine and be placed on supervised release for a period of four years after completing
his prison term. Judge Briones also ordered that Ceballos forfeit to the Government $72,990 in
currency.

On August 13, 2009, Ceballos pleaded guilty to one count of conspiracy to possess with intent to
distribute marijuana and one count of possession with intent to distribute marijuana. By
pleading guilty, Ceballos admitted that between March 25, 2009 and April 3, 2009, he and others
conspired to distribute more than 100 kilograms of marijuana. On April 2, 2009, agents with
U.S. Immigration and Customs Enforcement arrested Ceballos after he purchased 325 pounds of
marijuana from an undercover agent for $72,990.

This case was prosecuted for the government by Assistant United States Attorney George Leal.

MAN ROBS WESTSIDE MOTEL

EL PASO, TEXAS – A man is sought after he robs a Westside motel at gunpoint. Just after midnight, the officers from the Westside Regional Command Center responded to an Aggravated Robbery at the Howard Johnson Motel located at the 500 block of Executive Center. The officers discovered that an unidentified man, walked into the business and approached the counter armed with a handgun. The man then attempts to jump the counter, but is unable to and remains laying on top of the counter demanding money. The subject then proceeds to another portion of the office where he manages to jump the counter and make his way to the office area. The man fled the scene with an undisclosed amount of money. The man is described as wearing a dark ski mask, a blue sweatshirt with a logo on the left breast area, blue jeans and white tennis shoes. The man is believed to be a White, 5’10” t o 6’ tall, in his 20’s, medium build, and was armed with a handgun. EL PASO COUNTY, TX- Earlier today 10-07-09 at about 12:00 PM, an individual by the name of OSCAR REZA, who was recently featured on Manhunt Monday on August 3, 2009 & arrested on Sunday, August 23,2009 for several THEFT charges as well as FORGERY charges, has once again been arrested for one aggregate charge of THEFT and 6 counts of FORGERY. REZA was involved in passing several bad checks made out to local businesses for construction material he claimed was being used for construction at Fort Bliss. Detectives from the El Paso County Sheriff’s Office White Collar Crime Section tracked REZA’s criminal activity to Las Cruces, New Mexico where REZA was passing bad checks to purchase construction material. REZA claimed he was using the material for construction at White Sands Missile Range. Detectives contacted the Las Cruces Police Department where several similar charges are pending against REZA for THEFT in the amount of $50,000.00. REZA was arrested today 10/07 at about noon at the El Paso County Courthouse, County Criminal Court One, without incident with bond set $40,000.00.

DALLAS, TX- At about the same time, this past Monday’s Manhunt Monday Fugitive DONTAY LAMONT BARNETT was arrested in Dallas, TX. The details on how BARNETT was apprehended is unavailable at this time- we will update & provide information once it becomes available. BARNETT was wanted on a PROBATION REVOCATION stemming from a SEXUAL ASSAULT ON A CHILD charge from back in April 2005. BARNETT now sits in a Dallas jail awaiting extradition to El Paso, TX. EL PASO COUNTY, TX- Early Monday morning 09-05-09 at about 12:40 AM, a Sheriff’s Deputy was dispatched to the intersection of W.Main & Fabens reference to a possible burglary of business in progress. The Deputy responded & met with a US Border Patrol Agent who told the Deputy that a few minutes earlier, as he was at a stop light at the intersection of W. Main & Fabens, he observed a male subject sitting on the ground at the front doors of a business located in the 100 block of W. Main. The Border Patrol Agent told the Deputy he then drove past the same location a few minutes later observed front glass door to the business shattered out & then saw the same subject enter the business & believed the subject remained inside. The Sheriff’s Deputy with the assistance of the US Border Patrol Agent entered the business & began clearing the building. Assisting Deputies arrived soon after & assisted in the search of the building. After an extensive search of the business, authorities located an entry way to a basement & proceeded to check the room. Authorities located a ladder against the wall covering a hole on the wall. A check of the hole resulted in the finding of a male subject hiding inside leaning against some shelving. The male subject was taken into custody without further incident.

A search of the male subject resulted in several items in his possession belonging to the business. The items taken were valued at $130 & the damage to the door was estimated at $600. The male subject identified as IVAN LORENZO GONZALEZ (27) of the 300 block of NW Austin Fabens, TX. He was arrested & charged with BURGLARY OF A BUILDING & remains at the El Paso County Detention Facility

EL PASO BANK ROBBER SENTENCED TO EIGHT YEARS IN FEDERAL PRISON

John E. Murphy, Acting U.S. Attorney, announced that in El Paso this morning, 33-year-old
Russel Deck was sentenced to eight years in federal prison for robbing a branch of Capital Bank
and two local convenience stores earlier this year.

In addition to the prison term, United States District Judge Philip R. Martinez ordered that Deck
pay a combined $1,079 restitution to the victims of the robberies and be placed on supervised
release for a period of five years after completing his prison term.

On July 30, 2009, Deck pleaded guilty to one count of bank robbery and one count of using a
firearm during a crime of violence. By pleading guilty, Deck admitted that on April 3, 2009, he
stole $1,060 from the Capital Bank located at 8700 Montana. Deck also admittedly robbed two
convenience stores that same day prior to the bank robbery–taking $19 from the Circle K located
at 3101 McRae and beer and cigarettes from the 7-11 at 1026 Montana–all while carrying a .357
magnum revolver.

On October 1, 2009, Deck’s co-defendant, 25-year-old Samantha Favela was sentenced to five
years probation–including six months of home confinement–and fined $1,000 after pleading
guilty to one count of misprision of felony, that is having knowledge of the bank robbery, failing
to notify authorities of the bank robbery and subsequently assisting Deck in evading law
enforcement.

This investigation was conducted by the Federal Bureau of Investigation and the El Paso Police
Department. It was prosecuted for the government by Assistant United States Attorney J.
Brandy Gardes.

MAN FACING CHARGES FOR FALSE REPORT AFTER SAYING HE WAS A VICTIM OF A CAR JACKING

EL PASO, TEXAS – A man is facing charges after lying about being a victim of a car jacking in Northeast El Paso. Just before eight-thirty this morning, 26-year old Darnell Lavon Buckley called police to report he had been a victim of an aggravated robbery, a car jacking. Upon arrival officers were told by Buckley that he was at the Diamond Shamrock located at 10001 Dyer when a person came and shattered the passenger window of a 2010 Chevrolet Impala that he was driving and threatened him(Buckley) with a handgun. Buckley claimed he was ordered to drive to several locations in Northeast El Paso and then forced to get out of the car. The officers at the scene began to notice several inconsistencies with his story and did not find any evidence to support what he claimed had taken place. Crimes Against Persons (C.A.P.) detectives were called out along with members of the Criminalistics Unit to help investigate the claims by Buckley. After being interviewed by detectives in an effort to get information to assist finding the person responsible for his claim, it was discovered that he had not been a victim of a car jacking and had falsified the story. As a result, Buckley is facing the charge of False Report To Peace Officer, a Class B Misdemeanor. Buckley was not arrested, but is facing this charge and the case is being presented to the District Attorney’s Office for review.

MAN ARRESTED IN FATAL SHOOTING

Arrested: Sergio Rene MONTEJANO, 19 years of age, Ciudad Juarez Resident

EL PASO, TEXAS – A man is arrested in last night’s fatal shooting in Central El Paso. Officers at the scene had obtained a description of 19-year old Sergio Rene Montejano from witnesses. Central officers spotted Montejano at the scene at which time he attempted to flee on foot from the officers and was taken into custody after a short foot pursuit. Detectives from the Crimes Against Persons Unit (C.A.P.) interviewed Montejano and learned through the investigation and witnesses that Montejano had been the person responsible for the shooting death of 45-year old Juan Santos. At this time there is not any motive known for the shooting and it is not believed that they knew each other. At this time the investigation continues. Montejano was booked into the El Paso County Jail for Murder and is being held under a $120,000 dollar bond. He was also charged with two counts of Criminal Attempt Murder for shooting at a truck that was occupied by two persons. This incident became the City’s 10th murder for 2009.

CBP officers seize just under 30 pounds of heroin

EL PASO, Texas - U.S. Customs and Border Protection officers working at the Paso Del Norte downtown bridge crossing in El Paso discovered 29.3 pounds of heroin hidden in a non factory compartment of a 2008 Chrysler PT Cruiser on Saturday. This is the latest heroin seizure made by CBP along the southwest border.

“Smuggling organizations will use every imaginable concealment method to get the narcotics through our international ports of entry,” said William Molaski, CBP El Paso Port Director. “Anti-Terrorism is our primary mission but we are still focused on enforcement of illegal contraband.”

The seizure was made at about 12:05 p.m. when CBP officers were conducting pre-primary enforcement operations. During the operation CBP drug detector dog “Max” alerted officers to the presence of narcotic odors emanating from the PT Cruiser. Officers then escorted both the driver and vehicle to the secondary area for further examination.

An intensive inspection led officers to the discovery of 12 wrapped packages of heroin concealed in a non-factory compartment on the floor under the back seat of the vehicle.

CBP officers arrested the smuggler, who is identified as 51-year-old Jose Barriga Flores, a Mexican national of Chihuahua, Mexico. He was turned over to U.S. Immigration and Customs Enforcement (ICE) special agents and booked into the El Paso County Jail where he is being held without bond.

CBP officers and Border Patrol agents have made a series of large heroin seizures recently. Border Patrol agents in Indio, California seized twelve pounds on October 4th. CBP officers in Laredo, Texas seized 3 pounds on September 24th. Border Patrol Agents seized 2 pounds in Tucson, Arizona on September 9th. CBP officers seized 20 pounds and 12 pounds on August 15th and 29th respectively in Andrade, California.

While anti-terrorism is the primary mission of U.S. Customs and Border Protection, the inspection process at the ports of entry associated with this mission results in impressive numbers of enforcement actions in all categories.

MAN SHOT IN CENTRAL EL PASO BECOMES CITY’S LATEST MURDER

EL PASO, TEXAS – A man who is shot in Central El Paso becomes the City’s latest murder victim. Just before nine-thirty last night officers from the Central Regional Command Center responded to a “Shots Fired” call at Virginia at Seventh. Upon arrival, officers discovered that a 45-year old Hispanic male had been shot. The man was taken to University Medical Center by Fire-Medical crews. The 45-year old man underwent emergency treatment at the hospital, however died a short time after arrival. This incident becomes the City’s 10th murder for 2009. Currently Crimes Against Persons (C.A.P.) detectives and investigators from the Criminalistics Unit are at the scene. Currently the investigation is in its early stages and more detailed information will not be know until a later time.

WOMAN SERIOUSLY INJURED IN HIT AND RUN COLLISION

EL PASO, TEXAS – A woman is seriously injured in a hit and run collision in Central El Paso. Just after seven-thirty last night, 77-year old Maria Alicia Mora was on the 5800 block of Gateway East. Mora was crossing Gateway East from the south curb to the north curb and not at an intersection or a crosswalk. At that same time, a vehicle described by witnesses as a green 4-door Toyota with Texas license plates was traveling on the 5800 block of Gateway East. The vehicle struck the Mora and fled the scene. Mora was taken to University Medical Center where she is currently undergoing emergency treatment and is considered to be in critical condition. The Special Traffic Investigations Unit (S.T.I.) responded to the scene. The area where Mora was crossing is also dark. At this time investigators are asking for the driver of the vehicle to immediately call Police at 832-4400 or anyone having information on the driver or vehicle to call 832-4400 or to remain anonymous may call through Crime Stoppers of El Paso at 566-8477(TIPS).

The suspect at-large is identified as DONTAY LAMONT BARNETT who is said to be driving a Silver 1997 BMW 318 Coupe bearing a personalized Texas license plate (1st 3 digits) - “DLB” which stands for the suspects first, middle and last name.

Information received indicates that BARNETT works in construction & had previously fled the area once he learned Law Enforcement was closing in on him. New information has surfaced that BARNETT has returned to the borderland. BARNETT previously resided in Horizon City & was working at a local nightclub. BARNETT has family in the Tulsa Oklahoma area & frequently travels back & forth to El Paso, TX & Lubbock, TX where his wife is said to live. BARNETT knows he is wanted and continues eluding capture hiding with friends or family who live in both El Paso & Lubbock.
