El Paso, TX— The Housing Authority of the City of El Paso, Texas (“HACEP) officially welcomes six new hires.
-- James P. Hebert – Director of Tax Credit and Non-Subsidized Properties. Graduate from University of Texas at El Paso with a BBA Major Degree in Business Management and a Minor in Accounting & Finance. Mr. Hebert comes to HACEP with over 20 years experience in management of real estate multi-family market properties such as: HUD Subsidized 202’s (Seniors), 811’s (Physical & Mental Disabilities), and Low Income Housing Tax Credit Properties. Mr. Hebert strong points include Team Leadership and Supervision Skills of TNT’s (Take-over & Turn Around of stressed properties), high scores in physical & administrative compliance of HUD, Federal, State and local regulations. His professional certifications include: The National Tax Credit Compliance Executive Certification, Certified Occupancy Specialist by National Center of Housing Management, and Fair Housing Certified by the National Affordable Housing Management Association. Mr. Hebert has lived in El Paso, TX since 1969.
-- Karen Jones – Director of Contract Compliance and Procurement Administration. Ms. Jones has a Bachelors Degree in Science in Business Management. She is Graduate Student at UTEP working on MPA/MBA and comes to HACEP with over 12 years experience in Procurement and Contracts in the El Paso Community. Ms. Jones is Certified Texas Purchasing Manager (CTPM), has a Certification Degree in General Insurance and Bonds, and 6 years in City Attorney’s Office as Legal Assistant. Ms. Jones has been an El Paso resident for over 28 years.
-- Juan A. Olvera – Director of Capital Funds (CFP) programs. Mr. Olvera has a Masters in Engineering Management/Industrial Engineering from Stanford University, a BS Chemical & Industrial Engineering from the Monterrey Institute of Technology in Mexico, and comes to HACEP with over twenty-five (25) years experience as a results-oriented executive manager in the private sector. Mr. Olvera has served as President for subsidiaries and companies of two of the largest cement and construction materials companies in the world. He has also served as Director of International-Offset Programs for one of the largest aerospace companies, and developed international business opportunities for foreign customers. Mr. Olvera served as a Member of the Board of Directors for the Arizona Rock Products Association, 1995 – 1999. In the Public Sector, Mr. Olvera served as Procurement and Contracts Manager for the West Texas Workforce Board.
-- Gary Knudsen – Director of Information Technology (IT). Mr. Knudsen has a Bachelor of Science in Business Administration from the University of Redlands, an Associate of Science in Data Processing from the Control Data Institute, and an Associate of Arts Degree from Cypress College. Mr. Knudsen’s professional experience include: Manager of Operations and Delivery, Business IT Manager for Engineered Materials Group, Engelhard – CLAL, and Appearance and Performance Technologies, Manager of Data Processing, Production Operations Manger, EQ Site Coordinator, Supervisor of Information Systems, Plant IS Coordinator, Mottle Production Supervisor, and MOS-Administration. Mr. Knudsen was recognized for outstanding performance and professionalism through receipt of Engelhard’s 1996 Exceptional Quality Award.
-- Rose M. Muñoz – Director of Human Resources (HR). Ms. Muñoz has a Bachelor in Human Resources from Park College, MA Management from Webster University, and has held a Professional Human Resources Certification (PHR). Ms. Muñoz comes to HACEP with 11 years experience in Human Resources Management and has done volunteer work for El Paso Civil Service Commission, worked as temporary part time instructor for EPCC, and has served as mediator for El Paso County Dispute Resolution Center.
-- Woody Bare – Chief of Security. Chief Bare is retired from the El Paso Police Department where he worked for 28 ½ years. His experience with the EPPD includes working as a Sergeant for over 18 years including patrol, investigations, tactical operations, gang suppression, community services, training and crime prevention. Chief Bare is a graduate of the FBI National Academy in Quantico, VA. He has attended courses at El Paso Community College, the University of Virginia, and the Law Enforcement Management Institute of Texas. Chief Bare was instrumental in implementing the Crime Stoppers gas run program which later became the “Pay before you Pump” city ordinance, he helped to expand the School Resource Officer Program between the EPPD and the Ysleta Independent School District, and was a part of the planning committee for the FBINAA National Conference 2000 held in El Paso. Chief Bare is a native El Pasoan, enjoys local history, the outdoors and is bilingual in English and Spanish.
