Wilson was evaluated on a five-point scale by council members, with a five being excellent or near perfect. According to the review, Wilson was given a few 5s, many high 4s and a few high 3s in rankings. (A copy of the review is at the bottom of this article in PDF format.)
The eight council members and the mayor gave her high 5s to all 11 questions pertaining to her administrative performance. One area that sticks out, though, is the open-ended questions section at the end of the evaluation: “What specific recommendations do you have for the City Manager to improve performance? More humor.”
In other areas of the open-ended questions, Wilson fared quite well. “In what areas has the City Manager been exceptional? Team building. Getting things done. Bringing El Paso attitude about itself.”
In her fourth term as city manager, Wilson received high marks overall with City Council approving a 5 percent raise at council on Tuesday. Wilson now earns a $216,743 annual salary, she started at a salary of $165,000 in September 2004.

If you get the chance to follow her at the Butterfield Trail Golf Course, you will see how funny her golf game is.... She goes left, then right, then three or four putts.......

I can tell you from experience that being funny does you no good in this town - nobody can take a joke.

Weekend Foursome: you are probably the SLOW guys she passed through in order to finish a game in under 4 hours. Unless you are Tiger Woods don't complain about anybody's golf game.

What exactly has Ms. Wilson done besides pad her salary, taken care of her friends by giving them jobs, and created a mess in the city office.

She finished a game in under 4 hours......For the record, a round of golf is 18 holes......not nine

I have met Joyce Wilson in formal and informal settings. When she is working she doesn't tell jokes. When she is not 'at work' she still doesn't tell jokes but laughs more easily :)

I congratulate and salute Joyce Wilson, City Manager, on a job well done!
Four years ago most of us thought she was stepping into a 'mission impossible' job, but today the Mayor, the Council and most of us feel she did an overall outstanding job.
As far as humor goes, she's right, humor should be left to social settings among friends but on the job she should be all about business.
